摘要
宅基地三权分置改革是实现乡村振兴、解决“三农”问题的关键。作为中国农村土地制度的一项重要变革,对盘活农村土地资源、促进农村经济发展具有重要意义。通过梳理其历史演进过程,分析宅基地的利用现状,从而找出农村宅基地三权分置所存在的现实困境,并就具体问题提出优化建议,为全面推行三权分置改革提供参考。
The three rights division reform of homestead is the key to realize rural revitalization and solve the“three rural”issues.As an important change in china’s rural land system,it is of great significance to revitalize rural land resources and promote rural economic development.Through combing its historical evolution process and analyzing the status quo of the use of homesteads,so as to find out the real dilemmas of the three rights division of rural homesteads,and put forward optimization suggestions on specific issues to provide reference for the comprehensive implementation of the three rights division reform.
