我国大学专利转化率过低的原因及对策研究 被引量:52

摘要 目前科技成果转化率并没有一个确切的数据来源,将科技成果转化率限定为专利实施率,基于统计数据和论文文献,推算出中美两国大学的专利转化率数值分别为6%和50%,以"专利转化效率"指标衡量则差距进一步拉大。我国专利激励导向和转化机制问题是造成差距的主要原因,有必要采取纠偏、改革、优化等措施,提升科技成果转化水平,提高专利利用效率,推动科技更好地服务我国社会发展和经济结构转型升级。 There is no exact data source for the Technology Transfer Rate(TTR)in China.This paper limits the TTR to the patent commercialization rate.Based on statistical data and papers,it is estimated that the TTR of China is6%,and the US number is 50%;the gap is further widened to 6%and 100%as measured by the"Technology Transfer Efficiency"(TTE).The problems of patent incentive orientation and technology transfer mechanism in China are the main causes of the gap.It is necessary to take measures such as reform and optimization to improve the TTR and TTE,for the purpose of promoting science and technology to better serve China’s social development and economic upgrading.
