摘要
在突发公共卫生事件下,城市交通发展的目标既要支撑社会经济发展,又要满足公众安全流动。以南宁为例,研究突发公共卫生事件时期城市交通应对策略,结合手机信令大数据对城市人口迁移、客流运输、交通运行、出行结构等方面进行系统分析,判断疫情对城市交通运输行业的影响和复工复产后城市交通的恢复状况,总结突发公共卫生安全事件下城市交通特性。从倡导韧性城市建设、强化城市交通供给多样性、优化城市物流交通体系和重视城市智慧交通建设等4个方面提出突发公共卫生事件下的交通规划建设管理的应对策略。
The goal of urban transportation development should not only support social and economic development,but also meet the public safety flow under the public health emergency.Taking Nanning as an example,this paper studies the impact of public health emergencies on urban traffic,analyzing the impact of covid-19 on the urban transport industry and the urban traffic recovery during the work resumption period by using mobile phone signaling big data for urban population migration,passenger transportation,traffic operation,travel structure and so on.It also summarizes the characteristics of urban traffic operation under the sudden public health safety incidents,and puts forward the countermeasures for traffic planning and construction management from advocating the construction of resilient cities,strengthening the diversity of urban transport supply,optimizing the urban logistics transportation system and laying stress on the construction of intelligent transportation in cities.
