摘要
数字政府建设受到持续关注,但如何理解和建设数字政府还缺乏共识。中国数字政府建设需要关注数字政府的概念化和建设水平评估、组织间数据共享与业务协同、政商关系与数字政府共建、数字政府建设水平的影响因素、数字政府的用户使用和合供五大关键问题。绩效评估、数据共享、政企共建、影响因素和用户使用,是未来数字政府研究需要关注的主要方向和研究路径。围绕共建、共享、共用、共治的建设目标,全面推进数字政府建设。组织理论、技术执行理论、协同治理理论等有助于加深对数字政府建设的理解和解释。基于行为科学和循证决策视角的研究,可为加快数字政府建设提供更加科学可行的政策建议。
Digital governance has been a hot topic in recent debates,but how to understand and develop it has not been examined.In this paper,we argue that we should focus on five core research questions,including the conceptualization and evaluation of digital governance,interorganizational data-sharing and business collaboration,government-business relations and co-development of digital governance,the driving forces of digital governance,and users’usage and coproduction.We suggest key issues that should be examined in the future,including theoretical models,driving forces,development modes,performance measurement,and users’behaviors.We argue that the future development of digital governance includes dimensions of co-design,co-creation,co-use,and co-governance.Organization theory,technology enactment theory,and collaboration theory,among others,are relevant for digital governance research.Meanwhile,evidence-based and behavioral studies help to improve digital governance.We discuss the relevance of our findings,and conclude with discussions of theoretical and policy implications.
