摘要
在"大国小农"的现实国情下,发展农业生产性服务业是实现小农户与现代农业有机衔接的重要路径之一。通过对山西、江苏、黑龙江的实地调研发现,目前中国农业生产性服务业呈现良好发展态势,服务业的规范性逐步提升,服务主体更加多元化,服务方式更加符合实际需要,服务环节也逐步由产中向产前和产后延伸,农户与服务组织的利益联结机制呈多类型共同发展。但同时,中国农业生产性服务业的发展也暴露了一些问题,如有实力的服务组织数量少且融合度低、农业基础设施不完善导致服务有效供给不足、各项服务的具体标准有待统一、农业生产性服务短板突出等。基于此,提出加快培育有实力的服务组织、完善农业基础设施、推动各地服务标准统一、加快补齐服务短板的建议。最后,对中国农业生产性服务业的发展进行了展望,提出未来应积极探索线上服务新模式、加快培训农业生产性服务专业人才以及引导发展股份合作型利益联结机制。
Under the realistic national conditions of big country and small farmers,developing agricultural producer services is one of the important ways to realize the organic connection between small farmers and modern agriculture.Through the field investigation of Shanxi,Jiangsu and Heilongjiang provinces,it was found that China's agricultural producer service industry is showing a good development trend,the standardization of service industry is gradually improving,the service subjects are more diversified,the service methods are more in line with the actual needs,the service links are gradually extended from production to pre-production and post-production,and the interest online mechanism between farmers and service organizations is diversified common development.But at the same time,the development of China's agricultural producer services has also exposed some problems,the number of powerful service organizations is small and the degree of integration is low,the effective supply of services is insufficient due to the imperfect agricultural infrastructure,the specific standards of various services need to be unified,and the shortcomings of agricultural producer services are prominent.Based on this,suggestions were put forward from accelerating the cultivation of powerful service organizations,improving agricultural infrastructure,promoting the unification of service standards in various regions,and accelerating the completion of service shortcomings.Finally,the development of China's agricultural producer service industry was forecasted,in the future,we should actively explore new online service mode,accelerate the training of agricultural producer service professionals,and guide the development of joint-stock interest connection mechanism.
