摘要
以湖南省L市乡村为研究对象,通过问卷调查法、文献资料法等从优势、劣势、机会、威胁4个方面对L市开展宜居乡村建设进行定性分析。在此基础上,采用层次分析法(AHP)改进传统SWOT模型,对L市开展宜居乡村建设进行定量分析。根据SWOT-AHP模型得出的结果,认为L市在宜居乡村建设中战略选择的顺序应该是SO>WO>ST>WT,优先选择SO战略,即依托内部优势及外部机会,采取积极的战略措施,创新发展宜居乡村的具体措施;同时提出了利用乡村振兴,整合优势资源;借助网络平台实现“互联网+旅游”;加强基础设施建设,构建多元协同治理的模式及机制;重拾乡村文明,发展乡土文化的建议。
Taking City L of Hunan Province as the research object,this article conducted a qualitative analysis on the advantages,disadvantages,opportunities and challenges of City L in livable countryside construction through questionnaire surveys and literature methods.On the above mentioned,AHP was used to improve the traditional SWOT model,and a quantitative analysis was made on the strategic choices of the livable countryside construction in City L.According to the results of the constructed SWOT-AHP model,the construction of livable countryside in City L should follow the strategic choice of SO>WO>ST>WT,giving priority to SO stategy,i.e.,adopting an active development strategy to innovate the practical measures of developing livable countryside based on external opportunities and internal advantages;at the same time,integrate superior resources by using the opportunity of rural revitalization;realize"internet+tourism"with the help of network platform;strengthen infrastructure construction and build a model and mechanism of multiple collaborative governance;regain rural civilization and develope local culture.
