摘要
本文构建了国际科技合作政策分析模型和方法,对“十三五”期间出台的各级各类战略、规划等96份政策文件中的国际科技合作政策要素进行了系统梳理,总结了我国国际合作政策的类型、分布、特征及主要内容,并据此对新时期我国国际科技合作战略政策的制定提出了政策建议。
Based on the design of international science and technology cooperation(ISTC)policy analysis model and method,this paper cross-analyzes the ISTC elements of 96 policy documents issued in the 13th fiveyear period,summarizes the types,distribution,characteristics and main contents of China’s ISTC polices,and then puts forward policy recommendations to the formulation of China’s ISTC strategy in next period.
