摘要
高职院校“十四五”事业发展规划属于“中长期规划”,规划的科学性、权威性和严肃性以及职业教育类型教育属性对高职院校“十四五”事业发展规划编制提出了新要求。当前,由于思想认识的偏差和编制能力的相对不足,加之客观因素的影响,部分高职院校(尤其是非“双高校”)规划编制存在缺乏前瞻性眼光,规划的战略性不强;缺乏“问题导向”,规划的针对性不强;缺乏科学的编制规程,规划的信度和效度较低等问题。为此,必须坚持前瞻性思维统领,创设战略性发展目标;坚持以问题为导向,构建协调一致的规划体系;坚持依法依规编制,增强规划的科学性。
The development plan of higher vocational colleges during the"14 th five-year plan"is a component of the Medium and Long-term planning.Its scientificity,authority and seriousness,along with educational attribute of vocational education,altogether propose new requirements to the development plan editting of vocational colleges and universities during the"14 th Five-Year Plan".Currently,due to the inaccuracy of recognition and the deficiency of the capability in edition,as well as the influences of several objective factors,there are certain amount of problems in terms of editting the plan in some higher vocational colleges and universities(especially in those Non-Double-First Class higher educational institutes).The problems include:the lack of forward-looking mind,the incapability of being strategic,the insufficiency of being"problem-oriented",specific and scientific.Meanwhile,the planning is not credible and effective enough.For the sake of enhancing the scientificity,credibility and the effectiveness of the development plan of higher vocational colleges and universities during the"14 th Five-Year Plan",higher vocational colleges have to maintain a forward-looking mind,set a strategic plan for development,being problem-oriented,and ensure the plan editing is coherent to the laws and regulations,and increase the scientificity of the planning.
