摘要
探析全球电子政务发展态势并识别我国电子政务建设与领先国家的差距,以期指导未来建设和研究。以2003—2018年《联合国电子政务调查报告》数据完整的150个国家为研究对象,采用交叉表等分析方法探析全球电子政务发展态势,并选取美国、澳大利亚、英国、加拿大等国家作为标杆,针对每项指标数据进行对标分析。研究结果表明:全球电子政务发展经历了在线信息服务为重心、在线交互服务为重心、线上线下服务一体化等3个阶段,目前正全力推进面向场景应用的电子化连接和大数据分析;我国应以一体化在线政务服务平台建设为契机,通过跨层级、跨部门及政府与社会整合,全面推动各领域的场景应用。
This paper aims to analyze the status and trends of global e-government,and identify the gaps between China's e-government construction and that of leading countries,which can be used to guide future construction and research.Taking 150 countries with complete data from United Nations e-Government Survey in 2003-2018,the paper analyzes the development of e-government in the world by using the cross-table analysis method,and selects the United States,Australia,the United Kingdom,Canada and other countries as a benchmark for each index data for the standard analysis.The research results show that the global e-government development has experienced three stages:online information service as the center of gravity,online interactive service as the center of gravity,online and offline service integration and so on,at present,it is pushing forward the electronic connection and big data analysis for scene application;China should take the construction of integrated online government service platform as an opportunity to promote the scene application in all fields through cross-level,cross-departmental and government and social integration.
