摘要
为全面掌握长江流域防汛形势、有效应对2020年流域性大洪水,长江水利委员会(以下简称“长江委”)以长江流域水利综合管理信息资源整合与共享项目(以下简称“长江委资源整合项目”)成果为基础,进一步加强险情信息的动态监控和跟踪处置,升级了长江委防汛“一张图”系统,有效支撑了2020年长江委水旱灾害防御工作。该系统以地理信息系统、移动应用、搜索引擎等技术为支撑,以空间信息为纽带,汇聚、整合了流域防洪调度对象和调度目标的基础信息以及水情、工情、险情等监测信息,并支撑信息全面关联查询、汛情在线监测预警、堤防险情现场巡查和险情及时跟踪处置,为长江委汛期滚动会商及防洪工作部署提供了有力支持。研究提出了防汛“一张图”系统建设的总体架构、功能设计和关键技术,总结了系统在2020年防汛抗洪工作中的实际应用成效。研究成果可为维护流域防洪安全、落实“两个坚持三个转变”防灾救灾新理念以及为促进水利信息化发展提供借鉴。
In order to fully grasp the flood control situation in the Changjiang River Basin,and effectively cope with the basin flood in 2020,the Changjiang Water Resource Commission(CWRC)further strengthened the dynamic monitoring and disposal tracking of risk information based on the program of integration and sharing of information resources in comprehensive water conservancy management of Changjiang River Basin water,and upgraded the one map system for flood control,which effectively supported the 2020 flood and drought disaster prevention work.This system is supported by technologies such as geographic information systems,mobile applications and search engines,with the link of spatial information.It converges and integrates basic information of river basin flood control dispatching objects and dispatching targets,as well as monitoring information such as water conditions,water engineering conditions,dangerous conditions.It supports comprehensive information related inquiry,online monitoring and early warning,dike safety inspection,timely follow-up and treatment of danger.The one map system had provided strong support for rolling consultation and flood control deployment of CWCR in flood season.This article proposes the overall architecture,functional design and key technologies of the system construction,and summarizes the actual application effects of the system in flood control work in 2020.The research results can provide reference for maintaining the flood control safety of the river basin,implementing the new concept of disaster prevention and relief of"two insists and three changes"and promoting the development of water conservancy informatization.
