国土空间治理视角下的土地整治与生态修复研究被引量：23

摘要生态修复是建设美丽中国的重要途径,是国家空间治理体系的重要组成部分。我国已在土地综合整治、“山水林田湖草”生态修复等方面进行了大量探索并取得了成功经验,但仍存在战略目标、重点任务与工作框架不突出的现实难题。文章以自然资源管理为主线,分析了从土地整治到生态修复的发展脉络,提出要依据空间治理“源头管理”的核心需求,面向自然资源安全树立“自然安定和谐—资源保障安全”的战略目标,落实“三区四带一园”总体布局;充分发挥土地整治的基础性和支撑性作用,重点加强规划管控体系建设、探索多样化的修复模式及强化政策机制保障,为统筹实施生态修复提供支撑;科学认知自然系统的运行规律,加强生态修复工程技术和调查监测、问题诊断与决策支持技术创新,夯实生态修复的科技基础。 Ecological restoration is important in building beautiful China and national land use and space governance system.China has practiced a lot in land consolidation and ecological restoration and accumulated experiences,but still has problems in strategic vision,major missions,and framework.The paper analyzes the evolution of land consolidation to ecological restoration,and puts forwards“security and harmony”vision and“three zones,four belts,one park”layout of natural resources under“source management”requirement.land consolidation shall be fundamental and supportive in strengthening planning governance system construction,diversifying restoration models,enhancing policy and institutional insurance.Furthermore,research of natural law,ecological restoration engineering techniques,and innovation in investigation and monitoring,problem diagnosis,and decision making should be enhanced to set a scientific foundation for ecological restoration.
