摘要
实施生态补水需进行生态补偿,实践中更多采用行政性补偿,市场机制作用发挥不够,导致生态补水效率不高,调水工程管理单位积极性不高。由生态补水的供需双方对调水工程生态补水价格的博弈入手,分别从调水工程管理单位性质和生态补水需求地区经济承受能力进行分析,得出双方博弈下的三种生态补水价格方案,并从水资源税向生态补水倾斜、利用好绿色金融工具等方面提出了相关建议。
The implementation of ecological water supplement needs ecological compensation,at present,administrative compensation is more used in practice,market mechanism is not fully played,resulting in low efficiency of ecological water supplement and low enthusiasm of water transfer project management units.Based on supply and demand game equilibrium,the study concentrates on definition of ecological water of diversion project,from the prospects of type of the organization for water diversion management and financial capacity of water-receiving area.Three price options are proposed for ecological water under supply and demand game equilibrium.Other suggestions include allowing water resources tax to cover the cost of ecological water supply,and employment of green financial tools are put forward,in order to further straighten out the relationship between government and market,and to further establish and improve the ecological water pricing mechanism.
