摘要
新冠疫情突发将助推乡村人居环境治理更加关注生活环境的提质升级、注重村民健康防护意识培育和基层卫生力量建设、秉持村民自治和专业化管理融合发展之路、强化互联网技术应用。利用网络调查数据,分析村民乡村人居环境治理感知现状和意愿响应。结果表明:(1)村民对乡村人居环境治理内容的熟悉度较低;认可家庭成员有较高的健康防护意识的比例较高,但采取具体健康防护行为的比例偏低;村庄公共设施不能做到及时消毒;村卫生室服务水平距离满足村民需要尚有较大差距;村民对健康的生活环境、数字乡村经济建设有较高期许。(2)村民愿意以出资形式支持乡村人居环境治理提升行动的比例为83.56%,家庭出资意愿水平为14.31~17.12元/月。(3)家庭年纯收入、对村庄环境提升认知、对村干部信任程度、家庭成员健康防护意识对村民参与乡村人居环境治理出资意愿有显著促进作用。未来乡村人居环境治理中,应该加强乡村人居环境治理宣传、提升村民认同感与参与意识,推动乡村人居环境治理向内涵式提升方向转移,重视提升村卫生室的基层公共卫生服务能力,创造有利于村民参与乡村人居环境治理的环境条件等。
The outbreak of the COVID-19 has cast an important impact on rural human settlement governance in that it will promote the public to focus on the improvement of rural living environment,the cultivation of villagers’awareness of health protection and the construction of grass-roots health forces while adhering to the road of villagers’autonomy and professional management and strengthening the application of internet technology.Using the network survey data,the paper analyzed villagers’perception status and willingness response to rural human settlement governance.The results show that:first,villagers are not familiar with the content of rural human settlement.The proportion of villagers who agree that family members have good health protection awareness is high while that of villagers who take health protection behavior is low.Public facilities cannot be disinfected in time.Village clinic service is far from meeting the needs of villagers.And villagers have high expectations for healthy living environment and digital rural economic construction.Secondly,the proportion of villagers who are willing to support the rural human settlement governance action in the form of payment is 83.56%.The investment willingness level is 14.31-17.12 yuan per month.Thirdly,annual household net income,village environment promotion cognition,the trust degree of village cadres,health protection awareness of family members have significant positive effect on the villagers’investment willingness to participate in rural human settlement governance.In the future,it is necessary to strengthen the publicity of rural human settlement construction,enhance the villagers’participation sense and identity,strengthen the connotation construction,improve the public health service capacity of village clinics and create favorable environment for villagers to participate in rural human settlement governance.
