摘要
本文对新修订的《中华人民共和国固体废物污染环境防治法》(以下简称《固体废物污染环境防治法》)所涉及的相关术语和定义进行分析,重点解读固体废物、工业固体废物、厨余垃圾、有害垃圾等固体废物类别术语,“三化”原则、工业固体废物综合利用、全过程管理、清洁生产和生态设计等生产和管理活动术语,以及连带责任、生产者责任延伸制度和排污许可制度等管理制度术语,并针对部分术语定义缺乏相关统一的术语规定、通俗说法和标准术语存在区别、国内外对固体废物分类管理存在差异等方面问题,提出了关于术语定义的下一步工作建议。以期本文的解读为推动贯彻实施《固体废物污染环境防治法》发挥重要作用。
This paper analyzes the related terms and definitions involved in the new Law of the People's Republic of China on Prevention and Control of Environmental Pollution by Solid Waste.In view of the problems existing in some terms,such as lack of relevant and unified terms,differences between popular terms and standard terms,and differences between domestic and foreign solid waste classification management,suggestions for further work are put forward.
