摘要
目的:分析国内4地区10所基层医疗卫生机构信息化建设的投入与产出效率,并对基层医疗卫生机构提供政策建议。方法:采用数据包络分析计算各基层医疗卫生机构信息化建设的综合技术效率、纯技术效率和规模效率,并对非DEA有效机构进行目标值和改进值分析。结果:10所机构信息化运行效率均值为0.777,范围为0.295~1.000。4所机构综合技术效率为1,3所机构存在投入冗余和产出不足。结论:从建立持续和稳定的投入机制、增加信息专职人员培养、借助“互联网+”新型服务以及加强对信息化运营效率评价研究等方面改善和提高基层医疗卫生机构信息化运行效率。
Objective:To analyze the input and output efficiency of information construction in 10 primary medical and health institutions in 4 regions,and provide policy suggestions for primary medical and health institutions.Methods:Data envelope analysis was used to calculate the technical efficiency,pure technical efficiency and scale efficiency of the informatization construction of each primary health institution,and the target values and improved values were analyzed for the non-effective institutions.Results:The average technical efficiency of primary medical and health institutions was 0.777,ranging from 0.295 to 1.000.The four institutions’technical efficiency was 1.And three institutions had input redundancy and insufficient output.Conclusion:Some suggestions are put forward from the aspects of establishing a sustained and stable input mechanism,training the information professionals,exploring the new types of Internet plus service and strengthening the information operation efficiency evaluation research.
