摘要
文章介绍了船舶柴油机排放新标准发布的行业背景和渔业船舶柴油机设计制造技术水平现状,并将船舶柴油机排放新标准与国际海事组织(IMO)排放控制对象、排放限值要求等进行了对比。阐述了新标准对于渔业船舶柴油机的影响、新标准实施过程中遇到的行业困难以及新标准需进一步明确规定的内容。同时,本研究分析了渔业船舶柴油机技术水平与新标准要求之间的差距,并指出了船用柴油机及后处理系统的技术研发和产品升级的方向。最后,针对新标准给渔业船舶柴油机行业带来的影响和困难提出了对应的解决办法和政策建议,并对新标准规定内容提出了完善建议。
This paper introduced the industrial backgrounds of the release of the new marine diesel emission standard and the technical state of the designing and manufacturing of fishery marine diesel engines,as well as compared the new marine diesel emission mandatory standard with the emission control objects and limit requirements of IMO.Furthermore,this paper expounded the influences of the new standard on fishery marine diesel engines,some industry difficulties encountered in the implementation of the new standard,and the further explicit provisions of the new standard.Meanwhile,this paper also analyzed the gaps between the technical level of fishery marine diesel engines and the requirement of new standard,as well as indicated the direction of technical development and product upgrade of marine diesel engines with after-treatment system.Finally,aiming at the influences and difficulties generated by the new standard to the fishery marine diesel engine industry as well as the unfinished contents in the new standard,this paper came up with the corresponding solutions and policy suggestions.
