摘要
农村生态文明法治建设是落实十九大关于建设法治乡村的重要环节,亦是实现乡村振兴战略的关键一步。在实现乡村地区振兴发展的决胜期,农村生态保护法治建设面临着生态参与主体环保意识薄弱、法治体系建设不健全、环保执法控制力较弱等现实困境,在农村生态保护法律实施的各个阶段明确各主体的责任、完善农村生态保护立法、多元实施农村生态法律制度、加强农村生态法治监督能释放农村生态法治价值,为乡村振兴战略的实施提供社会基础。
The rule of law construction of rural ecological protection is an important link of implementing the major strategy of rural revitalization and a key step of realizing the rule of law construction in rural areas.In achieving the development of rural areas,the revitalization of run-off period,facing the ecological construction of rural ecological protection of the rule of law in environmental protection consciousness weak,the rule of law system is not sound,weak enforcement of environmental protection control under the rule of law,at the different stages of the rural ecological protection law clear the main body responsibility,improve the rural ecological protection legislation,multiple implementation of rural ecological legal system,strengthen the rural ecological law supervision,can release the rural ecological value under the rule of law,can also provide the basis for a country the implementation of the strategy of rejuvenating.
