Research on Innovation Drive and Provincial Economic Development under the New Normality——Empirical Analysis Based on Panel Data of 10 Cities in Shaanxi Province

摘要创新驱动作为引领发展的第一动力,对于进入新常态后推动我国经济转型、实现高质量发展具有决定性的作用。文章基于2006-2017年陕西省10个地市的面板数据,采用DEA-Malmquist指数法测算的全要素生产率表征经济高质量增长。从创新基础、投入,产出、环境、潜力5个层面,并通过Tobit逐步回归方法,分析创新因素对于陕西全省及陕北、关中、陕南经济发展的影响。研究表明:创新基础、投入,促进陕西全省经济增长质量的提升,但创新环境制约全省经济高质量增长。并根据三个地区实际情况出发,从不同创新维度提出做好全省创新发展的统筹规划、强化人才资源供给、以制度创新引导创新要素聚集和优化资源配置、助推经济增长动能转换,实现全省创新驱动经济的高质量增长。 As the first driving force to lead development,innovation drive plays a decisive role in promoting China's economic transformation and achieving high-quality development after entering the new normality.Based on the panel data of 10 cities in Shaanxi Province from 2006 to 2017,the total factor productivity measured by the data envelopment analysis Malmquist index method characterizes high-quality economic growth,from the five levels of innovation foundation,input,output,environment,and potential,and using the Tobit stepwise regression method to analyze the impact of innovation factors on the economic development of Shaanxi and northern Shaanxi,Guanzhong,and southern Shaanxi.Research shows that innovation foundation and investment promote the improvement of the quality of economic growth in Shaanxi,but the innovation environment restricts the high-quality economic growth of the province.Based on the actual conditions of the three regions,it proposes to do a good job in the overall planning of the province's innovation and development from different innovation dimensions,strengthen the supply of human resources,use system innovation to guide the accumulation of innovative elements and optimize the allocation of resources,boost the transformation of economic growth kinetic energy,and realize the whole provincial innovation-driven economic growth of high quality.
