基层卫生人力资源管理存在的关键问题与调整策略 被引量:49

摘要 目的了解基层卫生人力资源管理存在的关键问题,为加强基层人力资源管理提供决策依据。方法通过G省2017年基层卫生管理培训班的学员交流互动收集资料,采用内容分析法对资料进行分析。结果基层卫生人力资源管理存在人力资源不足与结构不合理并存、人力资源质量不高和不稳定性同在、工作负荷与激励制度不对应、人力资源政策与基层实际不匹配、岗位职责职级与人才使用边界矛盾等关键问题。结论新医改后,基层卫生机构人力资源管理取得一定进展,但仍然存在较多关键问题,应根据基层实际,切实落实人力资源规划,完善人才引进和培养机制,加强人才梯队建设,健全激励机制,制定科学的绩效考核体系,提高基层机构的治理能力,进一步优化基层工作环境。 Objective To understand the key problems of grassroots health human resources management,and provide decision-making references for strengthening it. Methods Data was collected from the training course of grassroots health management in one province in 2017,and analyzed with the content analysis method. Results The grassroots health human resource management had some key problems,such as the co-existence of insufficient human resource and unreasonable structure,and lower quality and unstable human resource,mismatch of workload and incentive system,and human resource policies and the actual situation of grassroots medical institutions,and contradiction between the rank of post duty and boundary of talent-use. Conclusion After the new health care reform,some progress has been obtained in grassroots human resource management,but many key problems had still existed. It is suggested to implement human resources planning,perfect talent introduction and training mechanism,intensify talent team construction,improve the incentive mechanism,establish a scientific performance appraisal system,enhance the governance capacity of grassroots organizations and optimize the grassroots work environment.
