摘要
信用监管作为社会治理的重要工具,有利于多部门、多层次、多主体协同治理,是加速推进“放管服”改革的创新举措。新冠肺炎疫情防控期间,地方信用监管在失信惩戒、守信激励、审慎包容、复工复产等方面取得了积极成效。但在公共突发事件背景下,存在地域发展不平衡性、信用监管工作落实不到位、信用监管制度欠完善等问题。建议完善社会信用体系监管制度,出台公共突发事件专项信用监管办法,明确社会主体失信行为边界,注重激励措施的落实,完善信用豁免机制,助推国家治理体系和治理能力现代化建设。
As an important tool of social governance, credit supervision is conducive to the coordinated governance of multi-department, multi-level and multi-subject, and is an innovative measure to accelerate the reform of"strengthening regulation and service". During the CoVID-19 epidemic prevention and control, local credit supervision has achieved positive results in the following aspects: punishment for breaking faith, incentive for keeping faith, prudence and inclusiveness, and resumption of work and production. However, in the context of public emergencies, there are some problems, such as uneven regional development, inadequate implementation of credit supervision and imperfect credit supervision system. It is suggested to improve the supervision system of the social credit system, introduce special credit supervision measures for public emergencies, clarify the boundary of social subjectsdishonest behaviors, pay attention to the implementation of incentive measures,improve the credit exemption mechanism, and promote the modernization of the national governance system and governance capacity.
