摘要
基于"新发展理念",从"创新、协调、绿色、开放、共享"五大维度构建江苏省海洋经济高质量发展评价指标体系,对江苏省2000—2016年海洋经济高质量发展系统进行赋权分析;运用线性加权模型测算海洋经济高质量发展水平,结合耦合协调度模型和核密度方法研究江苏省海洋经济高质量发展水平的动态演化规律。结果表明:①江苏省海洋经济发展质量水平总体上呈波动趋势,创新能力和科研水平的不足是制约海洋经济高质量发展的短板。②五大维度发展指数曲线波动幅度较大,主要表现在创新发展指数曲线呈"M"型,协调发展指数曲线呈"N"型,绿色发展指数曲线后期呈"M"型,开放发展指数曲线呈"W"型,共享发展指数曲线呈"W"型结构。③"五大"维度耦合协调度波动明显,呈现"轻度失调—濒临失调—勉强协调—初级协调—中级协调"四个阶段,距离优质协调状态还有很大的提升空间;核密度估计表明,江苏省海洋经济高质量发展水平在考察期内呈收敛态势,在此基础上对提高江苏省海洋经济高质量发展水平提出了合理化建议。
Marine economic development is an important part of the national economic and social development strategy.The marine economy high-quality development have greatly affected and restricted the national economic coordination and social development, and its modernization process. Based on the five "new development concepts", the high-quality development evaluation index system has been built for Jiangsu marine economy in the five dimensions of innovation,coordination, green, openness and sharing, and analyzing the empowerment of these from 2000 to 2016. The linear weighted model is used to measure the high-level development level of marine economy,the coupling coordination degree model and Kernel density estimation is studied to find the dynamic evolution law of the level of marine economy highquality development in Jiangsu, The results show that: in 2000-2016, 1) The quality level of Jiangsu’s marine economic development is generally fluctuating, the short-term constraint is the insufficiency of innovation ability and scientific research level that restricts the marine economy high-quality development in Jiangsu;2) The fluctuation amplitude of the "five dimensions" development index curve is relatively large,which is mainly reflected in the "M" type of the innovation development index curve,the "N" type in the coordinated development index curve,the "M" type in the later stage of the green development index curve, the open development index curve is "W" type and the "W" structure in the shared development index curve;3) The coupling coordination degree of the five dimensions fluctuates obviously,which can be divided into four stages: mild disorder-imminent disorder-barely coordinated-primary coordination-intermediate coordination,there is still much room for improvement from intermediate coordination to high-quality coordination state;4) Kernel density estimation indicates that the level of marine economy high-quality development showed a convergence during the inspection period, on this basis, some reasonable suggestions are put forward to promote the level of marine economy high-quality development in Jiangsu.
