摘要
社区嵌入式养老正成为打破居家、社区和机构养老边界的新兴模式日益受到关注,如何推动政府与社会资本的合作,实现其社会化运作机制的创新成为当前模式发展的关键。结合上海嵌入式养老主要类型“为老服务综合体”的实践发展,依据嵌入理论“经济行为嵌入社会关系网络”的假设,从宏观结构和微观嵌入两个方面考察其“一站多点”服务网络和养老服务企业在社区情境中的“关系运作”,总结社区嵌入式养老“人-环境-机构”的系统发展逻辑,并依此提出政府应该积极寻求与社会资本的合作,确立面向市场构建养老服务产业链发展的整体性思维,并要努力增进人、机构和环境的互动,在社区情境中建立企业与老年人及其家庭之间信任的微观基础。
Community-embedded old-age services are becoming a new model which has broken the borders of home-based,community-based and institutional services.How to promote the cooperation between the government and social capital,and how to realize the innovation of its socialized operation mechanism are the keys to the development of this model.Based on the hypothesis of“economic behavior embedded in social network”and the practical development of Shanghai's main type of embedded service centers for the elderly,this paper examines the“one-stop,multi-point”service network and the“relational operation”of the old-age service enterprises in the community context from the two aspects of macro-structure and micro-embeddedness.It summarizes the systematic development logic of“human-environment-institution”.Based on a holistic thinking,it proposes that the government should actively seek cooperation with social capital,establish an integrated thinking mode of building the market-oriented industrial chain of old-age care,and strive to promote the interaction among“people,institutions and environment”.It is also encouraged to establish the micro-foundation of trust among the enterprises,the elderly and their families in the community context.
