摘要
                
                    本文选择邯郸市东部平原区作为示范地区,在深入调研的基础上,结合邯郸市地下水资源管理的需求、地下水超采治理和“三条红线”指标,探索实现地下水严格管理的先进理论方法,开展实施地下水资源最严格管理目标、原则、手段、途径以及保障措施的研究,提出相关技术方法及指标体系,提出平原区地下水分类管理的目标及政策措施,为有效推动地下水管理工作的规范化、制度化、科学化提供参考和依据,为全国类似地区提供示范经验。
                
                This paper selects the eastern plain area of Handan City as a demonstration area.Based on in-depth investigations,combined with Handan City's groundwater resources management requirements,groundwater over-exploitation control and the"three red lines"indicators,it explores the advanced theoretical methods to realize the strict management of groundwater resources,carries out the research on the objectives,principles,means,approaches and guarantee measures of implementing the strictest management of groundwater resources,puts forward relevant technical methods and index system,and puts forward the objectives and policy measures of groundwater classification management in plain areas,which provides reference and basis for effectively promoting the standardization,institutionalization and scientization of groundwater management,and provides demonstration experience for similar areas in China.
