摘要
乡村民宿是伴随乡村旅游大力发展产生的新事物。目前我国乡村民宿在经营管理、服务保障、卫生安全、消防安全等方面存在诸多风险隐患。受乡村民宿经营许可办理手续烦琐、效率低、成本高等因素制约,多数乡村民宿经营者均未办理相关营业证照,这给政府监管带来了很多困难。解决乡村民宿发展的欠规范问题,应当树立法治思维,加强国家和地方立法,改许可制为备案登记制,在坚持强政府监管的基础上探索多元化监管方式并举。
Rural homestay has newly emerged as a booming business with the rapid development of rural tourism.As a result,many potential risks are involved in the management and regulation of rural homestay business in terms of its operation,service,sanitation,fire safety and the like.Due to the complicated procedures,low efficiency,high cost in licensing,many homestay facilities have not obtained the legal licenses,which has rendered it difficult for local governments to regulate them effectively.To address these problems,efforts should be made to raise their awareness of legal regulation,to accelerate the relevant legislation on the national and local levels,and to build a diversified mode of regulation by strengthening governmental regulation.
