摘要
我国洪旱灾害为何如此严重,目前的社会舆论和公众认知还存在很大的混乱,如不及时澄清和纠错,将导致走向与"防洪减灾"完全南辕北辙的方向。本文简要分析了我国严重洪旱灾害频发的自然成因,指出提升水资源调控能力是国际范围内解决洪旱灾害的最根本途径,而我国当前的水资源调控能力与发达国家存在巨大差距,是亟需修补的最重大短板。
There is still a lot of confusion in the current public opinion and public cognition about why the flood and drought disasters are so serious in China.If we do not clarify and correct the mistakes in time,it will lead to a totally different direction from"flood control and disaster reduction".This paper briefly analyzes the natural causes of the frequent occurrence of severe flood and drought disasters in China,and points out that enhancing the regulation and control ability of water resources is the most fundamental way to solve the flood and drought disasters in the international scope.However,there is a huge gap between China’s current water resources regulation ability and that of developed countries,which is the most important short board that urgently needs to be repaired.
