摘要
人才战略是地方经济高质量发展的支撑,汕头市在加速建设省域副中心城市,现代化沿海经济带重要发展极,积极融入粤港澳大湾区建设过程中,出台、实施了一系列高层次人才引进政策。从高层次人才投入产出、人才引进规模、引进质量以及人才引进政策的执行、宣传力度等方面对其进行效能评估,并提出提升高层次人才引进政策效能的举措,有利于优化高层次人才引进政策,形成科学有效的政策体系,更好地服务于战略目标的实现。
The talent strategy is the support for the high-quality development of local economy.Shantou has introduced and implemented a series of high-level talent introduction policies in the process of accelerating the construction of provincial sub central city,an important development pole of modern coastal economic belt,and actively integrating into the construction of Guangdong,Hong Kong and Macao Bay area.From the input and output of high-level talents,the scale and quality of talent introduction,as well as the implementation and publicity of talent introduction policy,this paper evaluates its efficiency,and puts forward measures to improve the efficiency of high-level talent introduction policy,which is conducive to optimizing the high-level talent introduction policy,and forming a scientific and effective policy system,so as to serve the realization of strategic objectives better.
