Can Government Relocation Improve the Economic Performance of the Target Region?——An Empirical Study Based on the DID Method

摘要【问题】政府迁移作为地方政府盘活城市资源、谋求经济绩效的重要路径,其效果究竟如何,需要兼备理论逻辑和客观证据的实证研究加以分析。【方法】基于2000年至2012年间发生的13个政府迁移所对应的迁入组和对照组,共计38个区域的面板数据,采用双重差分法分析政府迁移对迁入区域经济绩效的影响,并就影响的一些重要情境条件和作用路径进行检验。【发现】(1)政府迁移能够带动迁入区域经济绩效,尤其是经济绩效生产工具色彩更加浓厚的政府迁移。(2)政府层级越高,带动作用越明显。但是,随着中国市场经济体制的完善和行政体制改革的深入,该带动作用呈现减弱态势。(3)政府迁移对迁入区域的投资额、劳动力数量以及经济结构等决定经济绩效的关键因素均有积极影响。(4)政府迁移选址回避了工业密集、商业密集和人口密集的区域。【结论】政府迁移对区域经济绩效的带动作用是有效的,也是有条件的。应理性审慎地进行政府迁移,以便更好发挥其对区域经济绩效的带动作用。 Motivation: The effect of government relocation,an important path for local governments to reinvigorate urban resources and improve economic performance,has yet to be evaluated through empirical research based on theoretical logic and objective evidence.Methodology: Based on the panel data of 38 regions divided into experiment groups and control groups corresponding to 13 government relocations that occurred successively between 2000 and 2012 in China, this paper analyzes the impact of government relocation on the economic performance of the target areas by using the Difference-inDifference method. Concurrently,some important situational conditions and action paths of the impacts are also tested.Findings: Firstly,government relocation,particularly if originally used as a tool by local government to achieve an economic performance target,can promote the economic performance of the target region. Secondly,the higher the government level,the more obvious the spur effect becomes. However,as the nation’s market economy improves and the reforms of China’s administrative system gradually deepen,the positive effects of relocation tend to fade. Thirdly,government relocation positively affects the amount of investment in the target region as well as the size of its labor force and its economic structure. All three of these are key factors determining the performance of the target region’s economy. Lastly,the site selection of government relocation avoids areas with dense industry,commerce,and population.Conclusion: The promotional effect of government relocation on regional economic performance is effective but conditional. It is necessary to carry out the government relocation rationally and prudently,so as to make it play a more meaningful and effective role in improving regional economic performance.
