摘要
针对航天器在轨运行状态变化多、管控难的问题,提出航天器在轨运行状态管控模式,建立在轨运行状态基线,采取"分阶段建基线、过程中管基线"的策略,明确在轨运行状态的管控范围、基线建立阶段和时机、更改控制程序。在轨管理实践表明:该模式的建立对于快速掌握航天器当前在轨运行状态、控制在轨运行状态更改操作风险发挥了重要作用,能保障航天器的在轨安全运行,为用户提供稳定的服务。
In order to solve the problem of spacecraft in-orbit operation status change and control difficulty, the management and control mode of spacecraft in-orbit operation status is proposed. Spacecraft in-orbit operation status baseline is established and the strategy of "establishing baseline by stages and managing baseline in process" is adopted. The scope, stage division, opportunity, and change control procedure are defined. The practice of in-orbit management shows that the mode can play an important role in quickly mastering the current status and effectively controlling the risk of in-orbit operation status change, and ensure the safe operation of in-orbit spacecraft and provide stable service for users.
