摘要
基于一致性的评估原理,通过层次分析法构建紧贴规划文本的评价指标体系,并运用模糊综合评价的方法,对"十一五"至"十三五"时期东北振兴规划实施成效进行综合评价。研究结果显示,在这三个时期,东北振兴规划在一定程度上完成了规划任务,对东北地区的发展起到重要指导作用。但是在规划实施过程中也出现许多问题,例如规划颁布时间滞后,经济结构、科技创新投入等重点指标完成度低,忽视区域协调发展等。在结合国外发达国家空间规划经验的基础上,提出东北老工业基地转型升级的政策建议。
This paper constructed an evaluation index system through hierarchical analysis and conducted comprehensively evaluation for the"Northeast Revitalization Plan"in the"11 th,12 th and 13 th Five-Year-Plan"based on the method of fuzzy comprehensive evaluation and the principle of consistency evaluation.According to the research result,the"Northeast Revitalization Plan"has completed the planning task to a certain extent during these three periods of"Five-Year-Plan".Furthermore,the"Northeast Revitalization Plan"played an important guiding role in the development of Northeast China.However,there are many problems in the process of planning implementation.For example,the promulgation of planning has delayed;several key indicators have lower completion such as economic structure and investment of technology innovation,and the coordinated regional development has been ignored.In general,this paper proposed policy suggestion for transformation and upgraded of the old industrial base in Northeast China based on the experience of space planning in developed countries abroad.
