摘要
基于少子高龄化的时代背景与地域福利的理论基础,日本突破传统发展思路,将家庭养老和机构养老的优势相结合,建立地域综合照护服务体系,有效缓解了养老服务的供需矛盾.从结构功能主义的角度出发,日本地域综合照护服务体系确立了以地理距离为划分标准的共同体理念,在适应、达标、整合、维模等四个方面有着独特的功能优势,并在一定的适用条件下通过经济、政治、社会以及文化子系统来发挥功能优势,实现系统平衡.尽管国情不同,但日本地域综合照护服务体系在优化资源配置、社会共同体建立以及现代养老文化的培育与维护等方面,对我国构建综合互助养老模式与多层次的养老保障体系有一定的启示价值.
Based on the background of fewer children and aging population and the theory of regional welfare,Japan breaks through the traditional ideas,combines the advantages of family pension and institutional pension,and establishes a regional comprehensive care system,which effectively alleviates the contradiction between supply and demand of pension services.From the perspective of structural functionalism,Japan’s regional comprehensive care service system has established a community concept based on geographical distance.It has unique advantages in four aspects:adaptation,goal attainment,integration and latency pattern maintenance.Under certain conditions,it can give full play to its functional advantages and achieve system balance through economic,political,social and cultural subsystems.Despite the different national conditions,the regional comprehensive care system in Japan has some enlightenment on the construction of comprehensive mutual support pension model and diversified pension security system in China,which is beneficial for optimizing resource allocation,establishing a social community,and cultivating and maintaining modern pension culture.
