摘要
铁路运输具备较高的安全性和稳定性,是危险货物的主要运输方式。近年来,铁路危险货物运输量增长迅速,对危险货物运输、仓储等环节的安全风险识别提出更高的要求。通过分析铁路危险货物运输发展现状,从系统性、行业性、专项性角度阐述铁路危险货物运输安全风险。基于“管行业必须管安全、管业务必须管安全、管生产经营必须管安全”原则,从安全防范体系、责任落实体系、三防保障体系、应急救援体系、对外协作体系等方面,提出铁路危险货物运输安全风险对策,不断提高铁路危险货物运输安全水平。
The railway is the primary transportation mode of dangerous goods with high safety and stability.In recent years,the volume of dangerous goods transported by railway has increased rapidly with higher requirements for identifying the safety risks in transportation and storage of dangerous goods.Based on an analysis of the development of dangerous goods transportation,this paper studies the safety risks from the systematic,industrial,special point of view.To guarantee safety,in line with the principle of“Safety must be prioritized in the management,businesses,manufacturing,and operations”,this paper puts forward the strategy to respond to the safety risks:improving the safety and prevention system,the responsibility fulfillment system,the three-defense guarantee system,the emergency rescue system and the external cooperation system.
