摘要
风险识别是城市公共安全风险管理体系的基础,是城市公共安全风险管理实践的重要内容。我国“安全发展城市”和“双重预控体系”建设,要求开展城市公共安全风险识别。我国部分城市已开展了风险识别,但流程、内容、要求等不尽相同,急需标准规范。本文对城市公共安全风险识别标准开展研究,分析国内外城市公共安全风险识别标准及实践,提出相应的标准化需求,进而提出城市公共安全风险识别标准的核心内容,为研制城市公共安全风险识别标准建立基础。
Risk identification is the basis and important part of the risk management system for urban public safety.It is necessary to establish the risk management system to develop the safety continuity and the double-precontrol system for cities.Some cities have carried out the risk identification practice,but the requirements,process and content of risk identification are different.It is still lack of relevant standard.This paper focuses on the standard for the urban public safety risk identification.First,the risk identification standard and practice of domestic and foreign cities are analyzed.Then the standardized requirement is concluded.At last the main content of the corresponding standard is proposed.It can be used as the basis to develop the full content of the standard which can support the risk identification of urban public safety.
