摘要
积极人口老龄化建设需从切实保障老年人健康水平出发,为应对健康养老服务挑战,社会保障、长期照护及养老服务等体系已作为国家优先发展策略。医养结合既与政策、环境及经济水平相关,又与照护服务水平以及医保及保险体系相关。应针对性优化医养结合服务,改善老年人的健康及医疗、康复、照护等各方面保障,促进积极老龄化建设。积极老龄化建设研究包括健康养老服务挑战及需求、政策法规、医疗保险、社会服务、医养结合及商业保险等内容及体系研究,积极人口老龄化建设中加强医养结合与医疗保险的需求研究,可加强医养结合服务体系保障研究,引导我国老年人对医养结合模式及保障方式进行合理选择,优化补偿及保障机制设计。
In order to meet the challenges of health care for the elderly,social security,long-term care and elderly care services have become national priority development strategies.The combination of medical and nursing care is related not only to policy,environment and economic level,but also to the level of care services and medical insurance and insurance system.The combination of medical and nursing services should be optimized to improve the health of the elderly and their medical care,rehabilitation,care and other aspects of protection,to promote the construction of active aging.Active aging construction research including health care challenges and requirements,policies and regulations,medical insurance,social services,medical and commercial insurance and other content and a combined system research,an aging population actively building a combination of traditional Chinese medicine and medical insurance for the exploration of demand and strengthen medical combining service system security research,to guide our country the old mode of medical and security have combined with pattern,reasonable selection and optimization design of compensation and guarantee mechanism.
