摘要
绿色发展是实现生产发展、生活富裕和生态良好等多维目标的有效方式,是解决生态与发展问题、推动经济高质量发展的重要举措。政府作为社会发展的实施主体,是实现绿色发展的主导性力量,其行为取向和动因是决定绿色发展水平的关键因素。通过对相关文献进行系统梳理发现,在推进绿色发展过程中存在政府行为失范的现象,如引导公众参与绿色发展不到位、绿色发展相关配套制度不健全、政府责任意识缺失、监管落实不到位等。为实现高质量绿色发展,必须加强绿色发展中政府角色定位、职责履行、行为规制等方面的研究,探索具有针对性的发展举措。
Green development is an effective way to achieve the multi-dimensional goals of production development,life prosperity and good ecology.It is also an important measure to solve the problems of ecology and development and promote high-quality economic development.As the main body of social development,the government is the leading force to achieve green development,and its behavior orientation and motivation are the key factors to determine the level of green development.Through a systematic review of the relevant literature,it is found that in the process of promoting green development,there are phenomena of Government Behavior Anomie,such as insufficient guidance for the public to participate in green development,imperfect supporting system for green development,lack of government responsibility consciousness and inadequate implementation of supervision.In order to achieve high-quality green development,it is necessary to strengthen the research on the government role positioning,duty performance,behavior regulation and other aspects in green development,and explore targeted measures.
