突发公共卫生事件产生的原因及应对措施剖析--以新冠肺炎疫情为例 被引量:1

摘要 突发公共卫生事件产生的原因极其复杂,但是长期以来忽视人与自然和谐相处、政府行为失范、公众野生动物保护的法律意识淡薄是导致突发公共丑生事件的共性问题。因此,就需要采取以下措施加以积极应对:全面推进依法治国,切实加强突发公共卫生事件的防控,建立健全法制化、科学化的突发公共卫生事件的应急机制,建立严密的监督体系,促使突发公共卫生事件应对的规范化。 The causes of public health emergencies are extremely complex,but long-term neglect of hamionious coexistence between human beings and nature,disorganization of government behavior,and lack of legal awareness for protection of wildlife are common problems leading to public health emergencies.Therefore,some countermeasures should the taken against them:promoting the rule of law in all respects;strengthening the prevention and control of public health emergencies;establishing and improving a legal and scientific emergency mechanism;establishing a stringent supervision system,so as to promote the standardization of the response program of public health emergencies.
