摘要
近年来,荒漠化治理技术产业化过程中资源-环境-经济系统的协调发展及其评价备受关注,因而协调发展评价指标体系的选择非常重要。在前人研究基础上,探究了荒漠化治理技术产业化内涵与过程,以内蒙古阿拉善盟为研究对象,依据资源-环境-经济系统协调发展理论和压力-状态-响应(PSR)框架模型初步构建了该区荒漠化治理技术产业化资源-环境-经济系统协调发展评价指标体系,包括资源、环境、经济3个系统层及对应压力、状态和响应9个标准层共18个指标,既包括人均GDP、年降水量、单位GDP水耗等基础指标,又包含沙生药材面积、沙生经济作物面积及沙尘天气日数等体现技术产业化特点的指标。旨在为科学评估荒漠化治理技术产业化过程中资源环境制约因素和资源-环境-经济系统协调发展水平提供方法,为荒漠化治理技术产业化过程中资源-环境-经济系统协调发展问题的进一步调控与治理提供依据。
In recent years,the coordinated development and evaluation of the resource-environment-economic system in the process of desertification control technology industrialization has received much attention.Therefore,the selection of the coordinated development evaluation index system is very important.Based on the previous studies,this paper initially explores the connotation and process of desertification control technology industrialization.Based on the resource-environment-economic system coordinated development theory and the pressure-state-response(PSR)framework model,the desertification control technology industrialization resources-environment-economic system coordinated development evaluation index system of Alxa League was constructed,including three system layers of resources,environment and economy,and 18 indicators of corresponding pressure,status and response.The indicator system not only retains the traditional resource-environment-economic system coordinated development evaluation indicators,such as per capita GDP,annual precipitation,water consumption per unit of GDP,etc.,but also incorporates new indicators that can reflect the industrialization characteristics of desertification control technology in Alxa League,such as the area of medicinal herbs,cash crops and days of sand-dust weather,so as to scientifically analyze the constraints of resources and environment in the process of industrialization of desertification control technology and accurately assess the level of coordinated development of the resource-environment-economic system of Alxa League.This type of district provides a basis for further regulation and governance of the coordinated development of resource-environment-economic systems in the process of industrialization of desertification control technologies.
