摘要
竞争政策既是经济学领域的研究客体,也涉及法律的制定和实施。作为本身无竞争文化传统的国家,中国现行竞争政策属于典型的外生型实施模式,无法完全契合本土经济实践发展的需求。为解决新经济发展、政府权力错误干预、经济全球化给现行竞争政策带来的挑战,有必要将竞争政策置于国家整体经济发展的层面进行考量,从坚持竞争中立、实行包容审慎监管、重视国家竞争力、遵循先进生产力发展、秉持未来空间原则五个方面,探寻中国竞争政策本土化创新的应然走向。
Competition policy is not only the research object in the field of economics,but also involves the formulation and implementation of laws.As a country without its own cultural tradition of competition,China's current competition policy is a typical exogenous implementation model,which can not fully meet the needs of the development of local economic practices.In order to solve the challenges brought by the new economic development,the wrong intervention of government power and economic globalization to the current competition policy,it is necessary to consider the competition policy at the level of the overall economic development of the country.This paper will explore the inevitable trend of innovation of China's local competition policy from the fi ve aspects of insisting on competition neutrality,carrying out inclusive and prudent supervision,attaching importance to national competitiveness,following the development of advanced productivity,and upholding the principle of future space.
