摘要
地震是一种不可预测的情况,在地震发生后,灾民将陷入各方面困境,需要及时对受灾地区进行救济。因此,如何在最短的时间内将救援物资送达灾区是应急管理实践的研究重点。为研究在不确定环境下的应急物资配送问题,本文基于应急物资运输过程中存在的不确定影响因素,引入三角模糊数来描述震后道路容量的不确定属性。在满足道路容量约束的条件下,以应急物资调度时间最短为目标,建立了基于可信性测度的模糊机会约束规划模型,提出了约束条件的确定化转化方法。借助lingo对算例求解,结果表明考虑道路容量的不确定性可以得到满意的应急物资调度方案。
Earthquakes are an unpredictable situation.After the earthquake,the victims will fall into various difficulties.Rescue team need to provide timely relief to the affected areas.Therefore,the keystone of this paper is how to deliver relief supplies to disaster areas in the shortest time.That is also the focus of emergency management practice.In order to study the dispatch problem of emergency material under uncertain environment,this paper studies the uncertain factors affecting the emergency material transportation process,then describes the uncertain properties of the road capacity after the earthquake by the introduction of triangle fuzzy number.Under the constraint condition of road capacity,this paper builds the fuzzy chance-constrained model based on credibility measure.The goal of the model is to minimize emergency dispatch time.Especially,this paper proposes a deterministic transformation method for constraints.Using lingo to solve the example,the results show that a satisfactory emergency material dispatching scheme can be obtained by considering the uncertainty of road capacity.
