摘要
当前,科技革命与产业变革融合涌现新动能,新型科技智库作为中国特色新型智库格局建设的重要组成部分,将在科技创新驱动发展中发挥越来越重要的核心作用。评价体系是引导科技智库发展至关重要的核心环节,但目前对科技智库的评价体制机制仍未跳出传统“三唯”模式,科技智库的标准化和体系化水平有待进一步提升,严重制约了科技智库的健康有序发展。基于此,论文立足新型科技智库决策咨询基本功能定位,进而构建新型科技智库评价理论框架,从组织与制度建设、人才队伍建设、成果产出及影响、资金与服务保障等方面设计了省级层面新型科技智库建设评价指标体系,为开展新型科技智库建设评价提供有效的借鉴和参考。
At present,new driving forces emerge from the integration of scientific and technological revolution and industrial change.As an important part of the pattern construction of new think tanks with Chinese characteristics,new scientific and technological think tanks will play an increasingly important core role in the development driven by scientific and technological innovation.The evaluation system is the key link to guide the development of science and technology think tanks,but at present,the evaluation system and mechanism of science and technology think tanks are still not out of the traditional"three only"mode.The standardization and systematization level of science and technology think tanks need to be further improved,which seriously restricts the healthy and orderly development of science and technology think tanks.Based on the basic function orientation of decision-making and consultation of new technology think tanks,this paper explores and constructs the evaluation theoretical framework of new technology think tanks,and designs the evaluation index system of new technology think tanks at the provincial level from the aspects of organization and system construction,talent team construction,achievement output and impact,capital and service guarantee,so as to provide effective reference and participation for the evaluation of new technology think tanks test.
