三螺旋理论视域下科技创新智库的构建研究

摘要 科技创新智库在实施创新驱动发展战略、促进科技决策科学化、实现科技治理现代化、推动全球科技创新发展等方面发挥了重要作用。在梳理三螺旋理论和科技创新智库概念的基础上,探讨科技创新智库的机构领域和功能领域范围。依据混合组织的特性构建扁平化组织架构,在辨明科技创新智库独特功能和共享功能差异的前提下,完成人员结构、资金来源、信息平台、智库成果等关键要素的构建,并进一步探索了科技创新智库的动力机制。 Scientific and technological innovation think tanks play an important role in implementing the strategy of innovation-driven development,promoting scientific decision-making in science and technology,achieving modernization of science and technology governance,and promoting global scientific and technological innovation development.On the basis of combining the triple helix theory and the concept of scientific and technological innovation think tanks,in this article the author discusses the institutional scope and functional sphere of scientific and technological innovation think tanks.A flat organizational structure is constructed based on the characteristics of hybrid organizations.On the premise of distinguishing between the unique and shared functions of scientific and technological innovation think tanks,the construction of such key elements as personnel structure,funding sources,information platforms,and think tank achievements is completed.Furthermore,the dynamic mechanism of scientific and technological innovation think tanks is also explored.
