摘要
生态环境数据治理是生态环境科学决策的基础,是国家治理现代化的重要内容。数据治理具有技术、管理、伦理三个价值维度。生态环境数据治理的伦理价值是以人为本,实现社会价值的最大化。在生态环境数据治理的技术和管理事务中,我们需要发挥伦理规范的价值引导作用,使数据技术体系的建构、数据资产管理的增值符合人类绝大多数人的利益,而不能成为少数人谋利的工具。生态环境大数据的开发和使用需要平衡信息共享的收益和风险,加强对生态环境数据治理的伦理规范研究。生态环境数据治理的伦理规范为数据治理提供了基本的原则和目标,是技术、管理等数据治理手段必须遵循的价值标准。大数据技术需要妥善处理人与数据的关系问题,数据治理要充分发挥信息共享的伦理促进和约束机制作用。
Data governance of ecological environment is the basis of scientific decision-making of ecological environment and the important content of modernization of national governance.Data governance has three value dimensions:technology,management and ethics.The ethical value of data governance of ecological environment is people-oriented and maximization of social value.In the technology and management of data governance of ecological environment,we need to play the role of value guidance of ethical norms,so that the construction of data technology system and the valueadded of data asset management are in line with the interests of the vast majority of human beings,rather than becoming a tool for the interests of a small number of people.The development and use of ecological environment big data need to balance the benefits and risks of information sharing,and strengthen the research on the ethical norms of ecological environment data governance.The ethical norms of data governance of ecological environment provide basic principles and objectives for data governance,which is the value standard that technology,management and other data governance means must follow.Big data technology needs to properly handle the relationship between people and data,and data governance needs to give full play to the role of ethics in promoting and restricting information sharing mechanism.
