摘要
重大风险有其独特的表现形态、发生机理,我们要采取相应的防范化解对策。习近平防范化解重大风险重要论述的方法论特点主要表现在:直面重大问题,勇于闯关夺隘;坚持底线思维,增强忧患意识;完善防控机制,提高化解能力;创新治理体系,破解涟漪效应。这些方法论要素并非孤立存在,而是一个高度关联的统一体。习近平防范化解重大风险重要论述,为当下防控新冠肺炎重大疫情公共卫生风险的理论与实践创新提供了重要方法论启迪。
Major risks have their own specific manifestations and mechanisms,which we shall take countermeasures to forestall and defuse.The characteristics of Xi Jinping’s methodology on forestalling and defusing major risks are embodied in facing significant problems directly,being brave in making a breakthrough;insisting on the bottom-line thinking,being clear about the potential danger;improving forestalling and controlling mechanism,increasing resolving ability;innovating governance system and solving ripple effect.Each element of the methodology doesn’t exist separately but it is a highly associated continuum.Xi Jinping’s important statements to forestall and defuse major risks provide significant methodological enlightenment for the theoretical and practical innovation in forestalling and controlling the major public health risk of Coronavirus Disease 2019(COVID-19).
