摘要
天津市防汛调度会商平台是一个集数据采集、监视、分析、研判、决策为一体的防汛调度综合平台,通过汇集前端采集数据、整合融合优化不同部门的防汛信息,从海河流域、天津市和中心城区不同的空间尺度,从气象、水文、工程、责任人等不同的维度,智能统计分析气象、雨情、水情、工情、排涝、水质、山洪等防汛信息,充分运用人工智能、大数据、“互联网+”等技术,实现了前端数据自动采集、防汛除涝数据智能统计、全方位在线监测分析研判、“五维一体”全息数据分析展示、“四防”调度导航汇报、人机交互式的防汛调度决策意见等重要功能,为防汛调度会商提供全面准确的决策支持,应用于天津市防汛值班监视和防汛调度会商决策各个环节,对天津市防汛调度决策起到重要支撑作用,推进了天津市智慧水务、智慧防汛向前发展。
Tianjin flood control scheduling consultation platform is a comprehensive flood control scheduling platform inte grated with data collection,monitoring,analysis,research and decision-making.The platform collects data from the field monitoring stations,integrates and optimizes flood control information of different departments,and intelligently analyzes flood control information such as weather,rain,water,drainage,water quality and mountain flood from different spatial scales of Haihe River Basin,Tianjin and central urban area,and from different dimensions of meteorology,hydrology,engi neering and responsible person.It makes full use of such technologies as artificial intelligence,big data and Internet plus to realize the important functions including automatic collection of front-end data,intelligent statistics of flood prevention and waterlogging data,omnidirectional online monitoring and analysis,and“five dimensional integration”holographic data ana lysis and display,“four prevention”scheduling and navigation remittance,human-machine interactive flood control schedu ling decision making.It provides comprehensive and accurate decision support for flood control scheduling consultation.This platform is applied in every procedure of Tianjin flood control duty monitoring and flood control scheduling consultation and decision-making.It plays an important supporting role in Tianjin flood control scheduling decision-making and pro motes the development of Tianjin intelligent water affairs and intelligent flood control.
