摘要
山区贫困县乡村规划建设资金来源主要为各级财政资金,资金属性决定其自上而下的项目制实施模式和公益性设施的建设属性。项目制下财政资金供给的供需匹配精准度是度量资金使用绩效的重要依据。以国家级贫困县潜山市为例,构建基于村庄公益性设施供需匹配的评价体系,利用IPA方法进行评价分析发现,财政供给与村民需求之间匹配度尚不精准,主要表现为教育与文化设施的供给与需求存在偏差。可采用多主体参与、需求导向规划理念、优化单向传导规划逻辑等策略加以改进。
The planning and construction of impoverished mountain counties rely mainly on the financial funds at all levels,and the fund attribute determines the top-down implementing mode of project system and the construction attribute of public welfare facilities.The supply and demand matching accuracy of financial fund supply under the project system is an important basis to measure the performance of fund use.Taking Qianshan city,a national-level impoverished county,as an example,this paper establishes an evaluation system based on the supply and demand matching of village public welfare facilities,and uses the IPA method for evaluation and analysis.The results reveal that the financial supply and villagers'demand do not match perfectly,which is mainly reflected in the deviation between the supply and demand of educational and cultural facilities.It can be solved by means of multi-subject participation,demand-oriented planning,and the optimization of one-way conducting planning logic.
