摘要
行政不作为与行政妄为这两种行政状态会阻滞“百年未有之大变局”中我国各领域的快速发展。通过对行政不作为和行政妄为两种极端状态的一些案例分析发现:行政不作为与行政妄为的成因存在于历史文化和制度、公务员、外部环境这三大层面;基层政府行政过程中广泛地实现适度化状态,能够在“百年未有之大变局”中有效助推我国各领域的发展,制度、公务员和外部环境这三个领域诸多举措的实施有助于这一目标的实现。
The two administrative states of administrative inaction and administrative misconduct will hinder the rapid development of various fields in China in“big Changes in a Century”.By analyzing some cases showing both extreme states of administrative inaction and administrative misconduct,it can be found that the causes of administrative inaction and administrative misconduct exist in three major levels of history and culture,institutions,civil servants,and the external environment;the grass-roots governments widely achieving moderateness in the administrative process will effectively promote various fields in our country in“big changes in a century”.The implementation of many measures in three areas of system,civil servants and the external environment will help to achieve this goal.
