China's Poverty Governance after Reform and Opening

摘要 改革开放以来,中国的贫困治理大致经历了四个"七年"阶段,由于政府制订了符合国情的贫困标准、重点明确相互配套的扶贫政策,贫困治理取得了巨大成就。但中国贫困治理存在治理理念偏差、治理效率不高、缺乏可持续性以及主体单一的不足,同时也面临返贫风险、城市贫困突出等新问题。为此,要加强贫困治理的战略规划与管理,寻求与非政府组织及其他社会组织的反贫困合作,落实贫困治理项目的监管与审计,完善具体的项目实施细节,推进反贫困的技术推广和制度建设,坚持自然资源开发和人力资源开发相结合,促进贫困地区经济社会和生态的全面建设。 After reform and opening, the poverty governance in China has experienced four seven - year,and obtained a great achievement on account of making a series of poverty standards which conform to China's reality and public policies of eradicating poverty which have clear focus and are coordinated and complementary. However, there are some problems in dealing with governance poverty, such as the deviation of governance ideas, inefficiency,insufficiency of continuance and single governance body, and some new troubles, such as the risk of re -poverty, poverty in city springing up. So the government should accordingly strengthen the planning for poverty and its management, intensify cooperation with non - governmental organizations and other social organizations, implement the supervision and audit to the items of governance poverty, improve specific point or detail of the projects, promote the techniques of getting rich and institution construtting, stick to the combination of natural resource development and human resources development, thereby vigorously accelerate the economic and social construction and ecological environment construction in these poor areas.
