摘要
农村土地流转的最终目标意义是发展现代农业、确保粮食安全、提高粮食质量、解决农民收入问题。现主要分析了农村土地流转进程中农业补贴存在农业补贴种类多样;农业补贴政策具有地域差异性;农业补贴政策目标导向不够清晰;农业补贴激励性不足;农业补贴评价监督机制不完善等问题,并对以上问题提出了相应的优化对策,以优化土地流转进程中农业补贴政策。
The ultimate goal of rural land circulation is to develop modern agriculture,ensure food security,improve food quality and solve farmers'income.We should innovate the form of agricultural subsidies,consolidate,develop and expand the new agricultural business entity.The study found that in the process of moderate scale circulation of rural land,agricultural subsidies have problems such as insufficient clarity in the target orientation of subsidy policy,insufficient incentive of subsidy,and imperfect supervision mechanism of subsidy evaluation.Therefore,it is proposed to strengthen the guidance of subsidy policies,enhance the intensity of directional subsidy,increase the multi-dimensional ity of subsidy standards,and implement the dynamic supervision of subsidy data,so as to optimize the agricultural subsidy policies in the process of land transfer.
