摘要
研究目的:分析农村集体建设用地流转的资源配置效应及其政策含义。研究方法:经济分析。研究结果:集体建设用地流转改变了资源配置方式,适应了市场经济发展的内在要求;缓解了供需紧张,减少建设占用耕地的潜在威胁;实现了帕雷托改进,增进社会福利。研究结论:集体建设用地流转实现优化配置必须以明晰集体土地产权为前提,以保障农民权益为关键,以政府规范为保证。
The purpose of this paper is to analyze resource allocation effect and policy meanings of the transfer of rural collective construction land. Method of economic analysis was employed. The results show that the transfer of the rural collective construction land changes the mode of resource allocation, accommodates the internal demand of market economy development, eases the tension of supply and demand, reduces the latent threat of the occupancy of cultivated land by construction land, achieves Pareto-Improvement and enhances the social welfare. It is concluded that the realization of the optimal allocation of the flow of the rural collective construction land must take defining the collective land ownership as the premise, ensuring the farmers＇ rights and interests as the key and the government criterion as the guarantee.
