摘要
在中央"占补平衡"和"增减挂钩"的要求下,通过整理、置换、征收等宅基地流转方式已经成为地方政府获得新增城市土地或建设用地指标的主要方式。学术界对以地方政府为主要推动者的宅基地流转进行了深入研究。关于宅基地流转问题的研究主要集中在宅基地管理、使用、流通中存在的问题,农户宅基地流转、退出意愿,土地增值收益分配,农户的福利变化以及政策建议等方面。
Under the requirements of the CPC Central Committee of"requisition-compensation balance"and"increase-decrease linkage",the main ways for the local government to acquire new urban land or construction land quota are homestead transfer such as reorganization,substitution and expropriation.In the academia there is in-depth research concerning the local government as the major promoter of homestead transfer.The research concerning the issues of homestead transfer mainly focuses on problems in the management,use and transfer of homestead,farmers’homestead transfer and withdrawal intention,allocation of land value-added income,changes of farmers’welfare and policy advice.
