摘要
为探究泛环渤海地区的物流产业效率,将该地区的物流业从业人数、交通运输支出及物流网络里程作为投入要素,以货物周转量、物流业增加值为产出要素,分别采用数据包络分析中的BCC模型和Malmquist指数模型从投入产出视角测算泛环渤海经济圈2007-2016年的物流产业效率。BCC模型结果表明天津、河北、山东的物流业处于DEA有效状态,其余地区均处于DEA无效状态。其中北京的物流产业结构相对合理只需精简产业规模,山西、内蒙古、吉林、黑龙江和辽宁均存在不同程度的投入冗余与产出不足,产业结构与产业规模均需调整。BCC模型只能测算研究对象在研究区间内的静态效率,无法获得其变化情况。Malmquist指数模型克服了BCC模型仅作静态分析的不足,能够测算研究对象在研究区间内的效率变化情况。Malmquist指数模型的结果显示,整个泛环渤海经济圈除北京的物流效率有所上升外,其余地地区的物流效率均略有下降,下降原因包括技术利用率较低、规模效率偏低及技术进步下降等。最后为提升泛环渤海经济圈的物流产业效率,实现各地物流业协调发展,提出应以京、津、冀、鲁为物流业发展的核心区,晋、蒙为中间支撑,黑、吉、辽为外围拓展,增强核心区扩散效应、中间区联络作用及拓展区加快联合等建议措施。
In order to explore the efficiency of the logistics industry in the Pan-Bohai economic circle region,taking the number of logistics industry employees,transportation expenditure and logistics network mileage in the region as the input factors,and the turnover of goods and the added value of logistics industry as the output factors,the efficiency of logistics industry in Pan-Bohai economic circle in 2007-2016 are measured from the perspective of input-output By using BCC model and Malmquist index model in DEA.The result obtained by BCC model shows that the logistics industry in Tianjin,Hebei and Shandong is in DEA effective state,and those of the other areas are in DEA invalid state.Among them,Beijing’s logistics industrial structure is relatively reasonable and only needs to simplify the industrial scale.Shanxi,Inner Mongolia,Jilin,Heilongjiang and Liaoning all have different degrees of input redundancy and output shortage,and the industrial structure and scale need to be adjusted.BCC model can only measure the static efficiency of the research object in the research range,and cannot get its change.Malmquist index model overcomes the shortcomings of BCC model that only for static analysis,it can measure the efficiency change of the research object in the research range.The result of Malmquist index model shows that the logistics efficiency of the whole Pan-Bohai economic circle has slightly decreased except for the increase of Beijing’s logistics efficiency.The reasons for the decrease include the low utilization rate of technology,the low scale efficiency and the decline of technological progress.Finally,to improve the efficiency of the logistics industry in the Pan-Bohai economic circle and realize the coordinated development of the logistics industry in different regions,it is suggested that(1)Beijing,Tianjin,Hebei and Shandong should be taken as the core areas for the development of the logistics industry,Shanxi and Inner Mongolia as the middle support,and Heilongjiang,Jilin and Liaoning as the peripheral expansion;(2)the diffusion effect of the core region,the liaison effect of the middle region should be strengthened,and the integration of the expansion region should be accelerated.
